This video shows a plumber that was trying to shut a meter down so he could change the shut off at one of the condo's infront of him and the meter broke while he was trying to turn it off, I highly suggest if you are trying to turn a meter off and it seems very difficult to turn that you dont force it, you call the water district and get them to come shut it down for you. This meter box is encased all around in concrete so if one of the pipes under that concrete sidewalk is damaged they are going to have to sawcut the concrete and dig up the line to make the repair.

The moment he broke this valve in the meter box he should of thrown the cover back on the meter box to prevent any damage to property and called the water district, he wasted quite a bit of time in his panic, The best advice I can give any service plumber or anybody in the trades is if you run into a situation like this or similar you must remain calm and think quickly, theres no room for time to panic when things like this happen, hes lucky this was in an area where the water is mostly only just getting on the neighboring cars.
