To activate the town event "Being Here" you need to complete the following town events beforehand: A performance without an audience, A favor repaid, A Porco and an elf, and Thoughts lost in the lake. (Fortunately they're all pretty short).
Start by talking to the town people and they will mention a siren. After talking to a bunch of people, go to Margaret and she will say that she is going to check it out. After that its fairly straightforward.
Finally finished.
Unlike the males, there is no reverse proposals for the females (with the exception of Xiao Pai).
