Описание: Billionaire Rinat Akhmetov, Ukraine's richest man, has called for changes to the country's constitution to give much more power to its regions. It was the 47-year old's tycoon's most forceful intervention in a crisis that threatens to tear Ukraine apart. Akhmetov, who sits atop an industrial empire of coal mines, steel works and power stations, has rejected allegations that he funds separatist groups in the eastern part of Ukraine, known as Donbas. In a 3-minute 45-second video clip uploaded to YouTube on 14 May, the Donetsk native said the province should not break away and either become independent entity or join Russia. He said he strongly believes that Donbas can be happy only in [a] united Ukraine. The message was his most detailed yet on the conflict gripping eastern Ukraine and suggest that the country's elite could be inching towards a settlement that could de-escalate the crisis. Akhmetov has tried to help negotiate an end to the stand-off, talking to the rebels while urging law-enforcement agencies to restrain from using force.
