Mahigit 1,000 miyembro pa ng Kalipunan ng Damayang Mahihirap (Kadamay) ang hindi pa rin aprubado ang aplikasyon para maging ligal na ang kanilang pag-ukupa sa pabahay ng National Housing Authority sa Pandi, Bulacan simula pa noong 2017.
Ayon sa NHA, kulang-kulang pa rin ang mga dokumento ng ibang mga aplikante.
