How should expenditure incurred before the budget is passed be accounted for per the PFMA.
The budget was only passed in parliament in June 2025 after the 2025/26 year had already started. PFMA entities and departments had already started spending since 01 April 2025 for the 2025/26 year.
Is this expenditure considered a contravention or is there a legislative provision?
