This is the Dover "Algebra" Hydraulic Elevator, in City Hall, Nashua, New Hampshire.
This elevator was installed when an addition was put onto the building, but the floors don't line up with each other. Depending upon which is where, denotes if it's regular, a plus, or negative floor. There are better ways to name the floors, but it works.
The lift seems to decelerate when it reaches 2-, which makes you think it's stopping. It's a good ride, with some quirks.
