"On February 21st, 2022, at approximately 10:20 PM, I observed a dark colored SUV driving at a high rate of speed on Interstate 30 Eastbound near the 126-mile marker in the number 3 lane. As I was merging onto the Interstate, the SUV was traveling 85 MPH in a posted 70 MPH zone, as indicated by the radar on my vehicles dash. The SUV was displaying Arkansas Plate AFP971, which returned to a 2018 GMC Yukon. The speed limit changed to 65 MPH, however the vehicle continued traveling at speeds over 80 MPH. The vehicle also failed to maintain it's lanes by driving over the lane divider for the number one/two lane and failed to signal when switching lanes.
I initiated a traffic stop on the vehicle on Interstate 30 Eastbound near Baseline. The vehicle immediately began fleeing and took the Baseline exit with speeds over 110 MPH. The vehicle went through the intersection of the South Service Road and Baseline at speeds over 100 MPH, with our direction of travel having a red light. At this intersection were several other motorists that can be seen clearly on video. The pursuit continued Eastbound on the South Service Road with speeds nearly reaching 130 MPH approaching University. The pursuit traveled north on University with speeds over 100 MPH. University is a very highly populated area with major intersections, which I am familiar with because I consistently work in the area. The vehicle passed through several intersections at over 100 MPH with other motorists on the roadway, putting the public at risk. As the pursuit approached the intersection of Roosevelt and Col Glenn at speeds over 100 MPH, I knew there was a large ditch that is very open just before the First Tee Way Intersection. If the pursuit went past the Roosevelt and Col Glenn Intersection, the motor vehicle traffic and the pedestrian traffic would likely increase. I also knew that attempting an intervention in that area would not be possible due to the increased risk to the public. Because of this, I conducted an intervention technique on the vehicle just before the First Tee Way. The intervention resulted in the vehicle leaving the roadway and overturning.
I exited my vehicle and approached the suspect vehicle where I spoke with a male, later indented as Gary Bradley, who was in the passenger seat area. I also observed a female, later identified as Rhakelle Brown, who was in the driver seat area. Due to the vehicle being rolled over I was unable to remove anyone from the vehicle. Rescue and medical personal arrived on scene and removed Bradley and Brown from the vehicle.
Bradley was transported to St. Vincents Hospital and Brown was transported to Baptist Little Rock. It was determined neither suspect sustained any serious or life-threatening injuries.
There was a very strong odor of Marijuana emitting from the vehicle. Inside the vehicle was a backpack containing several large baggies of marijuana, several plastic baggies, and a scale for packaging. There was also a .40 caliber magazine to a Glock, containing 19 rounds, however at this time we have not located a gun.
Metro Towing arrived on scene and towed the vehicle.
I responded to to Baptists Health where I made contact with TRP Van Schoyck who informed me a blue pill bottle was located on Browns person along with several pills located in Browns anus and bra, these white pills were suspected of being oxycodone and hydrocodone. Brown was discharged from the hospital shortly after and transported to the Pulaski County Jail.
The Pulaski County Jail refused to take Brown even though she had been medically discharged from the hospital. The staff advised they would not accept the discharge paperwork and that she needed to be taken back, even though Brown did not wish to receive medical treatment and had already been discharged.
I transported Brown back to Baptists Health where she used a phone to call a ride due to the jail not accepting her and her not wanting to receive medical attention.
Brown was charged with the following:
1. Speeding 1-15 MPH Over Limit
2. Careless and Prohibited Driving
3. Fleeing - Felony - Vehicle or Conveyance - Substantial Danger Of Death
4. Reckless Driving
5. Fail To Stop At Red Light
6. Driving On Suspended License
7. No Liability Insurance
8. Unauthorized Use Of Property
9. No Seatbelt
10. Possess Of Drug Paraphernalia
11. Possess W Purpose Del Controlled Substance Sch VI
12. x2 Posses W Purpose Del Controlled Substance Sch I, II
There were 70 pills seized, 5.3 oz of marjiuana, plastic baggies, digital scale, and a Glock magazine belonging to a .40 Cal pistol. All items seized were photographed and logged into evidence. The narcotics were submitted to the ASCL for analysis.
Bradley was cited for no seatbelt."
