For the shell mixture:
• 450 grams ground meat
• 2 ½ cups fine bulgur, soaked in hot water for 30 minutes
• 1 medium onion, finely chopped
• 1 head of garlic, minced
• 3 teaspoons salt
• 2 teaspoons marjoram
• 2 teaspoons sweet spice (kibbeh spice / Chinese kabab spice)
• 2 teaspoons sweet red pepper paste
For the filling:
• 350 grams ground meat, sautéed with onion, salt, black pepper, and mixed spices
