The Massachusetts lottery was never just about stopping crime; it was about bringing in money. In the late 1970s, Citizens for Limited Taxation, a local advocacy group led by Barbara Anderson, started pushing for proposition 2.5, an anti-tax ballot measure that would drastically reduce property taxes in cities around the state. The measure passed in 1980, throwing state finances into chaos and putting new pressure on the lottery to close the gap.
