Alison Fiddy, Chief Executive, IPSEA answering a question from the Commons Education Select Committee about training in schools and local authorities in the SEND legal framework and how professionals don’t take ownership of the legislation:
MP: Do staff have adequate training
AF - they don’t have adequate training on the legal framework and that is from which children’s needs should be assessed and met - we think in ITT there should be a module about the legal framework. the NASENCO training should have an element relating to the send legal framework. we have done regional training but we continue to see devision making made outside the law.
I would suggest there is a lack of ownership of this legislation among health and social care professionals - they do not consider the CFA to be the legislation to which they make decisions. I think until that’s tackled and the understanding of their responsibilities and their duties to work alongside their colleagues in education, we will continue to have a problem.
