The move is a response to Russia's invasion of Ukraine last year, which prompted Sweden and Finland to seek NATO membership.
The joint force, comparable to that of a large European country, aims to deter potential Russian aggression in the region.
The fleet includes advanced fighter jets such as F-35s, F-16s, F/A-18 Hornets, and Gripen planes.
Norway, Denmark, and Finland have committed to F-35 fighter jets, with some already in operation and more on order.
Sweden operates its own Gripen C and D fighter jets, with modernized Gripen E planes on order.
The ultimate goal is to operate seamlessly together as one force, developing a Nordic concept for joint air operations based on NATO methodology.
NATO Air Command chief General James Hecker was present at the signing of the letter at Ramstein Air Force Base in Germany.
Sweden and Finland's applications to join NATO have been held up by Turkey and Hungary, who are yet to ratify the memberships.
Russia's war in Ukraine has led to increased cooperation and defense spending among NATO members, as well as further expansion of the alliance.
