Despite Chris Sutton missing the latter half of the season through injury, Fenton still failed to gain regular first team football, with Mike Newell featuring most often alongside Alan Shearer. Fenton made 19 appearances in all competitions in the 1995/96 season, but did not complete a single 90 minute game. Despite this, he managed to score six times for Rovers times that season, with his most memorable goals coming against Newcastle at Ewood Park in April 1996.

In the 1996/97 season, Fenton only made 16 appearances for Rovers with 13 of them coming in the Premier League. However, he did manage to complete the full 90 minutes in five of those appearances. Fenton's only goal that season came on the final day of the season, via a consolation against Leicester at Ewood Park. With Chris Sutton and Kevin Gallagher being the mainstays in the Rovers' attack and Martin Dahlin arriving in the summer of 1997, Fenton was allowed to leave the club and sign for Leicester in August 1997 for a fee of £1.7m.

Graham Fenton proved to be a decent squad option for Rovers at the time, who chipped in with a few goals in his first season at the club. However, it is fair to say that he was not of the same calibre as the strikers who were ahead of him in the Rovers starting eleven, which is why he did not make many appearances over his two seasons at the club. Fenton is often remembered due to the devastating brace that he scored against his boyhood club, Newcastle United, in 1996. These goals effectively ended Newcastle's title ambitions and Fenton's contribution that evening is still looked back on today from both Rovers fans and nostalgic Premier League viewers alike.
