It was designed by Italian architect Giulio Mongeri at the request of Mehmet Habip Bey, a soldier and member of parliament in the Ottoman Empire. Construction was never finished, nevertheless, because of Habip Bey's financial troubles, and the building was given to the Ottoman Bank in exchange for the family's obligations following his untimely death in 1926.
The bank temporarily occupied the building as a home and archive before abandoning it. The building was still owned by the Ottoman Bank, but it was acquired by Garanti Bank in 2001 following the bank's merger with the latter.
