Indian Economic Updates : India to develop 35 Multimodal Logistics Parks under PM Gati Shakti to handle over 50% of road freight, cut logistics costs to 8–9% of GDP, attract ₹46,000 crore investment, boost multimodal connectivity, accelerate freight movement, generate jobs, and strengthen the nation’s journey toward becoming an economic superpower
India with more than 66 lakh kilometers of roads has the largest road network in the world, comprising of expressways, national highways, state highways, and district roads. The government through a series of is working to improve the logistics efficiency of the country to provide a boost to the economy. In line with the vision of seamless infrastructure connectivity as laid out in PM Gatti Shakti National Master Plan by honorable prime minister Sri Narendra Modi and under the leadership of the honorable minister of road transport and highways, Shri Nitin Gartkari, Ministry of Road Transport and Highways has conceptualized the development of multimodal logistics parks or MMLPs at 35 strategic locations. These 35 MMLPs will cater to more than 50% of the nation's road freight movement. MMLPs will enable seamless multimodal freight transfer and efficient movement of goods across the country. MMLPs will also facilitate a hub and spoke model of freight movement with hub to hub line haul movement on more efficient modes such as rail and larger trucks, thereby reducing cost of freight movement. Facilities such as warehouses, cold storages, bulk cargo terminals, custom clearance, truck terminal, lodging boarding for truckers would be available at MMLPs. National Highways Logistics Management Limited, NHLML, a 100% owned SPV of NHAI, formed under the guidance of Ministry of Road Transport on Highways, is the nodal agency for development of MMLPs. MMLPs will be developed in PPP mode at total cost of approximately 46,000 crore rupees. Project specific special purpose vehicles will be formed with stakeholders such as central and state government, port trusts and railway authorities to manage the development of MMLPs. Government will provide land and facilitate external connectivity of MMLPs to various modes of transport. Private investors will develop and operate the MMLPs. MOUs have been signed with agencies such as National Industrial Corridor Development Corporation Limited for development of MMLP on industrial corridors and Rail Vikas Nigam Limited for providing external rail connectivity to the MMLP site. For coordinated development of MMLPs, MOUs have also been signed with various port trusts such as Jawaharlal Nehru Port Trust, Chennai Port Trust, and multiple industrial development corporations of state governments. Construction work for MMLP at Jogighopa near Guwahati is underway by NHIDCL. MMLPs at Nagpur, Chennai, Bangalore, and Indore are ready for implementation. DPR is underway for six locations, Hyderabad, Coimbatore, Pune, Mumbai, Anantapur, and Visakhapatnam. Pre feasibility study is being carried out at remaining 24 locations. Development of MMLPs will optimize India's logistics costs from 14% to eight to 9% of the GDP and provide an impetus to India's logistics infrastructure by enhancing connectivity, accelerating freight speed, and reducing logistics cost while generating employment opportunities, thus helping India move closer to its goal of becoming an economic superpower.
