An advocacy group that went to court to block Baltimore charter amendment ballot Question F and lost is now going grassroots. The ballot question is staying on the November ballot after a Maryland Supreme Court opinion released a week ago reversed a lower court ruling. The high court deemed the ballot question does not violate the state constitution and is not improper charter material. At a news conference held Thursday at the Inner Harbor, the advocates who oppose the ballot question said their effort is growing by an army of volunteers with plans to spread their "F no" message citywide.
