Описание: জলবায়ু উদ্বাস্তুদের জন্য নানা সুযোগ-সুবিধাসম্পন্ন ‘ব্যতিক্রমী’ আশ্রয়ণ প্রকল্পের আওতায় বাসস্থান তৈরি করা হয়েছে কক্সবাজারে সদরের খুরুশকুলে। বিশ্বে এ ধরনের বড় আশ্রয়ণ প্রকল্প থাকার কোনো তথ্য নেই বলে জানিয়েছেন প্রকল্প সংশ্লিষ্টরা।
বৈশ্বিক জলবায়ু পরিবর্তনের বিরূপ প্রভাবে ক্ষতিগ্রস্ত দেশগুলোর মধ্যে বাংলাদেশ অন্যতম। বন্যা, ঘূর্ণিঝড়, নদী ভাঙন ও জলোচ্ছ্বাস বাংলাদেশের নিত্যনৈমিত্তিক প্রাকৃতিক দুর্যোগ, যা মানুষের জীবন ও সম্পত্তির ব্যাপক ক্ষতি সাধন করে থাকে। বাংলাদেশের মানুষ প্রতি বছর এসব প্রাকৃতিক দুর্যোগের কারণে তাদের সহায়-সম্পত্তি হারিয়ে ফেলেন। জাতির পিতা বঙ্গবন্ধু শেখ মুজিবুর রহামান স্বাধীনতার পর দেশের ভূমিহীন, গৃহহীন, ছিন্নমূল ও অসহায় মানুষের পুনর্বাসনের লক্ষ্যে প্রথম উদ্যোগ গ্রহণ করেন। তিনি বাংলাদেশের সংবিধানের ১৫(ক) অনুচ্ছেদে দেশের প্রতিটি নাগরিকের বাসস্থান পাওয়ার অধিকারের বিষয়টি অন্তর্ভুক্ত করেন।

তারা জানান, ১৯৯৭ সালে প্রধানমন্ত্রী শেখ হাসিনা ঘূর্ণিঝড়ে ক্ষতিগ্রস্ত ভূমিহীন, গৃহহীন, ছিন্নমূল ও অসহায় মানুষকে পুনর্বাসনের লক্ষ্যে আশ্রয়ণ প্রকল্প গ্রহণ করেন। তারই অংশ হিসেবে কক্সবাজারের জলবায়ু উদ্বাস্তু ভূমিহীন, গৃহহীন, ছিন্নমূল ও অসহায় মানুষের পুনর্বাসনের লক্ষ্যে ২০১৪-১৫ অর্থবছরে ‘খুরুশকুল বিশেষ আশ্রয়ণ প্রকল্প’ গ্রহণ করা হয়। ঘূর্ণিঝড় ও জলোচ্ছ্বাস আক্রান্ত উপকূলীয় অঞ্চল কক্সবাজারের মানুষের আর্থসামাজিক উন্নয়নের লক্ষ্যে টেকসই উন্নয়ন লক্ষ্যমাত্রার (এসডিজি) সঙ্গে সামঞ্জস্য রেখে প্রকল্পটি গ্রহণ করা হয়েছে। এ প্রকল্পের আওতায় ৫তলা বিশিষ্ট ১৩৯টি বহুতল ভবন নির্মাণ করে ৪৪০৯টি জলবায়ু উদ্বাস্তু পরিবারকে পুনর্বাসন করা হবে। পুনর্বাসিত পরিবারগুলোর অর্থনৈতিক সচ্ছলতা নিশ্চিত করা হবে।

Sirajul Islam, 31, cannot remember anything about the devastating cyclone that hit the coastal areas of Bangladesh in 1991. He was merely a one-year-old toddler back then when the cyclone forced his entire family to migrate from Kutubdia to the northern beach of Cox's Bazar.

Thousands of climate refugee families like Sirajul's erected shanties with bamboo and plastic sheet, amidst the green patches of tamarisk and coconut trees on the shore. But over the years, their colonies became overcrowded.

Sirajul also had a grocery shop there. When he went out fishing, his wife Salma Akter used to manage the shop.
