The aim of this presentation is to allow for public feedback on a proposed amendment to the City’s Official Plan (Land Use Plan) to re-designate certain existing employment (industrial) properties/areas to allow for alternative uses.
Background
Triggered by the closure of a large industrial user, and the potential redevelopment of what is now a mostly vacant, 20 hectare (50 acre) brownfield site located on Ontario Street in the middle of the city of St. Catharines, Council directed the Planning and Building Services Department to study the potential conversion of the industrial lands to allow for re-development for alternative uses (residential, mixed-use, etc).
The conversion, or re-designation, of the industrial lands would require an amendment to the City’s Official Plan (Land Use Plan).
Land Needs Assessment
Provincial legislation requires that any changes to the City’s Official Plan (Land Use Plan) must be consistent with Provincial land use policy, and that conversion of any employment (industrial) lands must first be addressed through a comprehensive city-wide Land Needs Assessment.
The assessment is an examination of all employment lands, and all other land uses in the municipality. It ensures that any changes made to the City’s Official Plan (Land Use Plan) do not compromise the ability to support and facilitate the accommodation of projected population growth, new dwelling units necessary to house future population, and projected job growth by different sectors - that is forecast for the city to the year 2041.
The Planning and Building Services Department has now completed the Land Needs Assessment, and are recommending re-designation and conversion of certain employment (industrial) lands in the city, including the property on Ontario Street, to permit alternative development opportunities. Other associated and relatively more minor revisions to the Official Plan land use plan are also recommended.
