The painting shown is a portrait of Cardinal Richelieu by Philippe de Champaigne. It’s an oil on canvas piece created between around 1633 and 1640. Cardinal Richelieu, whose full name is Armand-Jean du Plessis, duc de Richelieu, was a key figure in 17th-century France, both as a statesman and a cardinal. Champaigne made quite a few portraits of him, and this particular one can be found at the National Gallery in London. It's a great example of the French Baroque style of painting.
