"It was like by grace, that she actually survived, because a lot of times when they are left like that and they run into traffic, they don't survive that," said Gracie Hinton, an adoption lead with Norfolk SPCA. Volunteers later named the dog "Grace," calling it a "saving grace" she survived. The Norfolk SPCA is now working to provide the care she needs.
