This Google Pixel 2 shows static on the display due to pry damage during a screen replacement. Samsung Galaxy series phones sometimes experience similar issues due to a missing or damaged data choke near the AMOLED connector. If you see something like this the best place to look first is in the area where the screen plugs in. You may also test for continuity across these inductive components as failure in them may interrupt signal or allow high frequency interference to pass through and affect the image.
