The Division DeadEYE Sniper Build combined with Rapid-Specialized combo. Other recommended 2 pieces are Sentry (for more accuracy), Strikers (for stability), Hunters (for range), Nomad (for life-steal) the choice is yours. I decided to go with Rapid-Specialized to compliment the Booster Shot that I'm using in this build. This build is 3:2 Firearms-Stamina Ratio. You can do a full Glass-Cannon and go with 5 Firearms, or a semi glass with 4:1 ratio.
Other important tips:
-- When using DeadEYE 4pcs, all weapon mods should be towards Crit Damage and not Crit Chance. Headshot Damage is secondary option since it can still be utilized when not scoped in.
-- Try to get a C79 scope for your DeadEYE build, it can roll a Crit Damage as major stat.
-- M700 sniper rifle variants may work too, I chose to go with the SVD because I like the rapid fire rate.
-- Recommended weapon talents are: Deadly (for more crit damage), Prepared or Destructive (PVE), and for the bottom slot: Competent (PVP) or Ferocious (PVE).
-- Recommended Performance Mods are "pulse crit damage", "first aid self heal" or "pulse duration" depending on what you have.
