the passive voice is used 1) when the object is more important than the subject and 2)when the doer of the action is not known.
the rule:OBJECT/SUBJECT + BE +PAST PARTICIPLE + (BY SUBJECT/AGENT)
for the passive with modals
' modal + be + past participle.
'modal + have +been + past participle.
