Typically, if you walk around a carpeted room with socks, you tend to build up static in your body. When you touch a metallic surface after that build up, you get a small spark! Static can build up in our bodies but it can also build up in oil!
Once the oil is clean and dry (absence of water or other fluids) while passing through tight clearances, it can build up significant static. This usually happens in hydraulic systems.
During ESD, the built up static usually discharges through the membrane of the filters. Thus, most users observe burnt membrane when ESD is occurring.
