A senior Hamas official told Reuters, “I can’t answer with a yes or no… the disarmament project you’re talking about, what does it mean?” , underscoring the group’s refusal to commit to disarming during Gaza’s transitional phase.

Mohammed Nazzal, a Hamas politburo member speaking from Doha, said the group aims to retain security control in Gaza and cannot unilaterally relinquish its weapons. He argued any disarmament must involve other armed Palestinian factions and broad Palestinian consensus.

Under U.S. President, Donald Trump’s Gaza plan, Hamas is expected to cede control to a technocratic body and  disarm as hostages are returned. But Israeli officials say Hamas has not met those requirements, demanding immediate disarmament as part of the 20-point framework.

Hamas has in past negotiations similarly rejected the demand.  In April 2025, a group official said the “weapon of resistance is not negotiable” during Gaza truce negotiations.

Tensions over Gaza’s future administration and security remain unresolved, complicating efforts by mediators to solidify a long-term peace deal.
