Least Developed Countries (LDCs) receive less than 3% of all global investment. It’s a striking divide that’s leaving the most vulnerable nations behind.
Why?
• Private investors often chase stability.
• Development Finance Institutions (DFIs) prioritize creditworthiness, large-scale deals, and predictable returns.
But finance shapes development. Without it, LDCs can’t build the infrastructure, services, and opportunities they need.
Catalytic capital can close the gap by de-risking investments in these frontier markets and unlock the flow of finance to where it’s needed most.

This video is based on "The case of missing middles", an analysis from ISF that argues that bridging the “white spaces in the development finance ecosystem” requires a distinct institutional approach—one that embraces patient, risk-tolerant, small-ticket, and blended capital; is embedded in local ecosystems; and invests not just in deals but in market systems.
