Mike Janaszkiewicz lives on Norton Park Avenue and says the situation was getting worse. "I did find a couple of houses are starting to flood out just on the other side of the stream."
Resident Chris Tetava said that neighbours were looking after each other, but hoped someone arrived to help soon.
Meanwhile, Lower Hutt's emergency controller John Kingsbury said the Waiwhetū Stream hadn't reached a level of forced evacuations yet but he would be monitoring it at high tide at 4pm.
The council advised residents in Heather Grove and parts of Riverside Drive to leave their homes this morning if they see water rising or feel unsafe, after the stream rose rapidly.
Kingsbury said Naenae Pool is being set up as a welfare centre.
