MVO: Legal aid ensures persons with reasonable grounds to pursue or defend legal actions in the courts of Hong Kong
will not be denied access to justice due to a lack of means.
Regardless of residence or nationality, any person who has passed the means test and the merits test is eligible for legal aid.
The Legal Aid Department is a cornerstone of the rule of law in Hong Kong and ensures all are equal before the law.
