A truck loaded with stones appeared near Jantar Mantar on the morning of July 20, hours before the Cockroach Janta Party’s march to Parliament. Protesters alleged it had been planted. The police said nothing, until we traced the registration number.
We found that the truck wasn’t a stray. Delhi Police had seized it four days earlier, after a pre-dawn crash on July 16 that injured seven people and led to an FIR. It was in the custody of the Parliament Street station’s malkhana. Over the following week it moved at least four times — to the protest site, to Bhalswa to be emptied, to the pavement outside the Indian Youth Congress office on Raisina Road, and then out of sight.
Officers at the same police station gave us three incompatible accounts of when it was emptied and why it was moved. Meanwhile, in the Delhi High Court, ASG SV Raju cited the same truck to argue that protesters had accumulated the stones themselves – a claim made nearly a week before the police publicly confirmed the vehicle had been in their custody all along. Before the Supreme Court, CJI Surya Kant asked: “Who is owning and disowning?”
After our report, Delhi Police said the truck was relocated as part of law and order arrangements and called any conspiracy claim “completely baseless”.
Here is the full trail, and the questions that remain.
