Most Pikmin have a secondary ability, so they're immune for an environmental hazard, then that helps in battle too. But some have unique skills as well, such as being thrown higher, or having extra attack, or digging faster, or can't be crushed.
Blue pikmin are immune to water. They can fight things under water. They used to help other pikmin outta water, but they took that away for the ability to do a normal swarm... just under water with a new animation.
They got the short end of the stick.
