Achaemenidae Helmet (no stars) + Refine 4 x Subordinate City Training Speed 25%
Achaemenidae Chest Armor (no stars) + Refine 4 x Subordinate City Training Speed 25%
Achaemenidae Ring (no stars) + Refine 4 x Subordinate City Training Speed 25%
Max cultivate Leadership
Max general level

For big coiners, you could use any spare Civ gear for helmet, armor, and ring slot to have max refines 28-30%.
