Public Protector Busisiwe Mkhwebane has opened a criminal case against the City of Johannesburg over the appointment of Shadrack Sibiya as the head of the city's anti-corruption Unit. The PP's office says the information has come to light that a competency report which could have swayed the decision to approve Sisbiya's appointment was not submitted. Mayoral Spokesperson Mabine Seabe weighs in.
