In order for the Roman military to function effectively while on campaign, a system of military intelligence was required, and agents were required to carry out the gathering of that intelligence. Unfortunately, we don't know all that much about how the Roman military went about actually doing this: there are some references in sources to units called "speculatores" and "exploratores", which we usually understand in the modern day to be equivalent to "spies" and "scouts", but how these units functioned isn't certain. On a broader level, the Roman Empire also employed the frumentarii--Ancient Rome's version of a secret police.
