It's the essence of American citizenship, owning land and doing what you want on it. To Kingwood, New Jersey resident Russell Oakes, that means shooting guns on his property as he has for years.
"We've been doing it openly and knowingly for fifteen years and three years since the park opened. And quite frankly I don't know why we're even here discussing it other than the fact that there's some other motives that the Township has, and not the state, the Township," he said.
Three years ago, Kingwood Township bought most of the land surrounding Oakes's property. That land is now a public park and Mayor Phillip Lubitz says Oakes ought to cease fire.
"You know conditions change. And as a result of that the way you approach your land has to change as well," he explained.
