Physics goes into affect during this stage as the Wave Burner doesn't function properly underwater. Instead of being a flame thrower, it makes water pulses that pushes things. This also counts in the boss fight where the water level lowers and raises thanks to Pirate Man, and the Wave Burner only hurts him when he's not submerged.

Also, Mega Man seems to have forgotten how to swim. __
