Siren port ratios are a factor in what a siren sounds like. It's like a sirens face. It matters in both dual tone sirens and single tone sirens, but it mostly factors dual tone sirens. Basically, the higher the amount of "ports" a siren has (which is the amount of holes in the siren's impeller and stator), the higher the pitch it is. When you have 2 layers of the impeller with different ports, you will get different pitch. The port ratio is the amount of ports it has on rotor 1 and the amount of ports it has on rotor 2.
I've made a truth table on what musical key a certain port amount is equivalent to. Then, using those keys and turning it into a synth. Then I added another note which is equivalent to the other port, making it dual tone.
00 - 6/10 Port
43 - 7/10 Port
25 - 8/10 Port
55 - 8/12 Port
38 - 9/12 Port
21 - 10/12 Port
04 - 10/15 Port
47 - 10/16 Port
32 - 12/14 Port
15 - 12/15 Port
