An Imperial Japanese song made in 1941, the title is one of the many slogans established near and during WW2 in order to boost morale and unity among the Japanee populace. The number 100 million is a reference to the population that included the entirety of Empire of Japan, including its colonies, (For reference, the main Japanese islands had a population of roughly 70 million, with Korea and Taiwan contributing around 20 and 5 million respectively) having surpassed that number in the 1937 census, and the first appearance of the number in a slogan likely being the 「一億一心 百億貯蓄 」(100 million, one heart; 10 billion in reserves) being in 1939.
The song was made with a competition held by the newspaper companies 東京日日新聞 (Tokyo Nichi Nichi Shimbun) and 大阪毎日新聞 (Osaka Mainichi Shimbun, and was released in March 1941 by 6 different recording companies (Columbia, Victor, King, Polydor, Teichiku, and Taihei). This video uses the version by Victor.

御陵威 (Divine Imperial Might): 御 (Mi) is the honorific given to anything related to the Emperor/Imperial family, and 陵威 is a holy/divine power, the word represents the power emitted by the Japanese Emperor.
臣道 (Way of the Imperial Subject): Teachings for the subjects of the Emperor (i.e., the Japanese people), which were published in 1941 under the name 臣民の道 (Way of the Imperial Subject) as a method of integrating the masses into the teaching of Kokutai Theory and the advancement of Japanese nationalism with the Emperor as its lead. 臣道 is a compound word of 臣 (Omi, read as Shin/originally meant the servant of the Emperor) and 道 (Michi, read as dō/meaning way, teaching).
