This is the brake that was fitted to every Honda multi over 350cc and various others from 1969, when it first appeared on the CB750. Prior to that the cable operated Twin Leading Shoe was the top stopper but with the development of heavier, faster bikes the 2LS wasn't seen to be adequate for the new world and the hydraulic disc brake soon became the norm. As a brake this particular type was adequate in the dry but scary in the wet as it took a full 2 seconds to dry itself and start to work. You have to wonder how many bikes ended up in a ditch or a wall as a consequence of over-spirited riding and naïveté.
This bike is a '75 500T that has been laid up for many years so the brake is well seized. It's pretty common for them to stick after a period of layover, or just as crud builds up on the surfaces but fortunately they're pretty straightforwards to dissemble and rebuild with tools most owners will have to hand, and you can quickly have a decent-ish brake with little expense.
