The Government is proposing raising council tax to plug a gap in social care funding.
An increase would allow councils, which have seen reductions in grants of more than 40% since 2010, to claw in extra cash to cover the soaring cost of social care.
However there are fears it'll increase the so-called postcode lottery of funding for elderly residents who require round-the-clock care in a residential home.
Rebecca Williams reports from a care home in Bristol where she speaks to a care home resident and the owner.
