Edit: This still works in 1.6 I checked my spots on 7/13/2021 and the teeth were all there. Note, you need to collect from every spot for any to respawn. You can't do this in co-op, they won't spawn in co-op to prevent people from stealing from the host. You have to wait roughly 4 in real life days after the quest is done and after each harvest and vitalization. If you are having issues with them spawning it could be caused by some bug introduced from the 1.5- 1.6 update. That should be reported. I doubt this method for getting refinements for the Dragonspine Spear will ever change, since this is old content now.
My strange teeth respawned on the 3rd day. They aren't tied to weekly resets. That said, the respawn days could be random (between 2-4.)
